The Government of Pakistan has revised the assistance package 2026 for families of federal government employees who die during service. The Establishment Division issued the Office Memorandum on 8 September 2026.
The revised package provides financial and other benefits to eligible families. It covers normal in-service deaths as well as security-related deaths. Different benefits and rates apply to each category.
According to the notification, the revised package takes effect from 28 August 2026.

Revised Lump Sum Grant for In-Service Deaths
Families of government employees who die while in service will receive a lump sum grant according to the employee’s Basic Pay Scale (BPS).

These rates apply to in-service deaths. Security-related deaths have a separate and substantially higher assistance structure.
Lump Sum Grant for Security-Related Deaths
Where an employee dies in an encounter, bomb blast, watch and ward duty, riots, act of terrorism or other covered security-related circumstances, the following lump sum grant applies:

The notification also provides separate compensation where death occurs in an accident while performing official duty.
Such cases are subject to an inquiry by a three-member departmental committee headed by at least a BPS-19 officer.
The applicable amounts are:

Disability and Injury Assistance
No disability grant is listed under the normal in-service death column. However, the package provides compensation for disability or injury resulting from specified security-related incidents.
A permanent disability carries a lump sum grant of Rs. 3 million.
Employees suffering a temporary disability while remaining in service may receive Rs. 1 million.
The notification also provides Rs. 200,000 for serious injury and Rs. 100,000 for minor injury.
Salary Benefits in Security-Related Death Cases
For covered security-related deaths, the family of a Shaheed will receive full pay and allowances until the employee’s age of superannuation.
This includes increments and the full benefit of applicable pay and allowances, including ad hoc relief as revised by the government from time to time.
However, this salary benefit does not apply to accident cases, according to the notification.
Pension for Families of Deceased Employees
The revised package provides 100% pension to families of government servants who die in service. Pension will be determined according to the employee’s length of service and last pay drawn.
Where the deceased employee had less than 10 years of service, the pension will be calculated using a minimum of 10 years’ service, as provided in the notification.
For security-related deaths, full pension after superannuation will be allowed according to the applicable pension rules.
Retention of Government Accommodation
Eligible families may retain government accommodation or a hired house until the deceased employee would have reached the age of superannuation, or for a minimum period of five years, whichever is later.
If the deceased employee had neither government accommodation nor a rented house at the time of death, the family may receive house rent allowance or the applicable ceiling according to the employee’s BPS entitlement for the specified period.
Free Education for Children
The package provides free education to all children of the deceased government employee up to graduation in a public or government educational institution.
Covered educational expenses include tuition fees, books and related material, as well as living allowances.
The notification provides a similar education facility for children in covered security-related death cases, with the government bearing the relevant expenses.
Lump Sum Grant in Lieu of Plot
For normal in-service deaths, payment may be made in lieu of a plot where no plot had previously been allotted.

House Purchase Assistance for Families of Shaheed Employees
For security-related deaths, the package provides funding for the purchase of a house.

This is one of the major financial components of the revised security-related assistance package.
Transport Facility
The family of a Shaheed employee in BPS 18 and above may receive a 1300cc/Toyota Corolla or equivalent amount.
For BPS 16–17, the package provides a 1000cc car or equivalent amount.
This benefit is listed for security-related cases and not for normal in-service deaths.
Monthly House and Transport Allowance
Families covered under the security-related category will also receive a monthly amount for house maintenance and transport.

Employment for a Family Member
The revised package also contains an employment provision for security-related death cases.
It provides for employment of the widow, widower, son or daughter of the deceased against a BPS 1–15 post on a regular basis without advertisement, subject to the procedure and conditions referred to in the notification.
The Office Memorandum refers to Establishment Division O.M. No. 8/23/2021-E-2(pt), dated 23 December 2022, in this regard.
Marriage Grant
A marriage grant of Rs. 800,000 (Rs. 8 lakh) may be provided to the family for the wedding of one daughter of the deceased government employee.
The same amount is shown for both in-service and security-related death categories.
Health Facilities
Families of deceased government employees will continue to receive free health facilities according to their entitlement during service.
This provision appears in both categories of the revised package.
Advances and Loans
Certain outstanding government advances may be waived.
The notification specifically mentions the unpaid balance of:
- House Building Advance
- Motorcar Advance
- Motorcycle Advance
This applies where the advance against salary was sanctioned by the AGPR or the relevant provincial Accountant General office, subject to the terms stated in the notification.
GP Fund according to Revised Assistance Package 2026
Only the payable amount of General Provident Fund (GP Fund) will be paid to the family of the deceased employee.
The same provision applies to the security-related category.
Benevolent Fund Benefits
Payment of the Sum Assured will be made to the family through the Federal Employees Benevolent and Group Insurance Funds (FEB&GIF) according to the applicable rules and rates.
Monthly benevolent grant will also be paid according to the relevant FEB&GIF rules.
Special Lump Sum Grant for Families of Shaheed Employees
A separate special lump sum grant from the Benevolent Fund applies to security-related deaths.

The notification also provides for an additional monthly benevolent grant to the family of a Shaheed according to applicable FEB&GIF rules and rates.
Officer to Assist the Family
Each Ministry, Division or Department may nominate an officer in BPS 17 or BPS 18 to act as counsel for affected families.
That officer will be responsible for helping finalize and provide benefits available under the package, with the notification specifying completion within one month of the incident.
Departments are also required to maintain an up-to-date list of family members of employees for pension purposes.
Employees should have their GP Fund nominations properly completed during their lifetime.
What Is a Security-Related Death?
The notification gives an important definition.
A government employee’s death will be considered security-related when it occurs as an immediate and direct consequence of terrorism, militancy, violent resistance, a targeted attack, or hostile action arising from, connected with, or attributable to the performance of official duties.
An incident that is not attributable to violence or a threat arising from official duties is not treated as a security-related death under this definition.
Who Is Covered by the Revised Assistance Package?
The Office Memorandum states that the package for both in-service deaths and security-related deaths applies, mutatis mutandis, to all regular federal government employees who die in service on or after the date of its issuance.
It also states that this package supersedes the previous Assistance/Shuhada Packages issued by the Establishment Division.
Readers should note that the memorandum separately states that the revised assistance package has effect from 28 August 2026. Individual eligibility should therefore be determined by the competent department under the notification and applicable rules.
Why This Notification Is Important (Revised Assistance Package 2026)
The revised package brings several forms of assistance under one framework. Financial grants are only one part of it.
Pension, education, accommodation, health facilities, marriage assistance and other benefits can provide long-term support to an affected family. Security-related deaths receive additional benefits because of the circumstances in which the employee died.
Families dealing with such a case should contact the deceased employee’s department for processing of the applicable benefits.
